



Work is part of an important program to replace lead and galvanized service lines throughout the state
As part of major efforts to replace utility and customer-owned lead and galvanized service lines across the state, Aqua Pennsylvania is in the process of conducting a service line inventory study in Shenandoah Borough, Schuylkill County. The survey allows Aqua Pennsylvania to identify and replace lead or galvanized service lines. The work started in March 2025 and is expected to continue throughout the year.
Service lines can be thought of as being split into two portions, a customer-owned portion and a utility-owned portion. The utility-owned portion extends from the water main (pipe) in the street to the curb box/valve at the curb line/property line. The customer-owned portion extends from the curb box/valve at the curb line/property line to the customer’s home or building.
Once identified, Aqua enters into an agreement with the customer to replace their portion of the service line. Under Aqua Pennsylvania's Customer Lead Service Line Replacement Program, this replacement is done at no direct cost to the customer. A warranty is also provided on the completed work.
“Aqua already treats drinking water to prevent leaching of lead into the water, but replacing these aging pipes is an extra step in reducing the risk for customers,” said Aqua Pennsylvania President Marc Lucca. “This extensive project shows our commitment to protecting customers’ drinking water from contaminants like lead.”
In 2024, Aqua Pennsylvania replaced more than 1,000 customer-owned service lines across the state. Aqua Pennsylvania plans to exceed that number in 2025. These projects are a major improvement for customers in dozens of municipalities throughout the Commonwealth.
The service line material inventory and replacement is required by the United States Environmental Protection Agency (USEPA), the Pennsylvania Department of Environmental Protection (PADEP), and the Pennsylvania Public Utility Commission (PAPUC).
