Aqua Pennsylvania Accelerates Effort to Get the Lead Out Across Commonwealth

Project to replace lead and galvanized customer-owned service lines a top priority; surpasses 2,500 replacements since start in 2024

Since starting our work on customer-owned service lines in 2024, Aqua Pennsylvania has surveyed construction materials for 71,239 of its customer's drinking water service lines in support of the ongoing project. In addition, Aqua Pennsylvania has completed replacements of lead and galvanized drinking water service lines at 2,523 homes and businesses across the Commonwealth. While Aqua treats drinking water to prevent leaching lead into the water, replacing these aging pipes is an extra step in reducing the risk for customers. It is an enhancement for customers in 62 municipalities throughout Pennsylvania. Customer-owned service lines are the pipes running from typically the curb line to homes and businesses.

We recognize this as a public health priority and approach it with utmost seriousness.”

Aqua Pennsylvania actively surveys neighborhoods to identify customer-owned service lines that are made of lead or galvanized steel by using a combination of historical records, field inspections, and customer outreach. Once identified, Aqua enters an agreement with the customer to replace their portion of the service line. Under Aqua Pennsylvania's Customer Lead Service Line Replacement Program, this replacement is done at no direct cost to the customer. A warranty is provided for the completed work.

Major project areas in 2025 include: 

  • Athens & Sayre Boroughs, Bradford County
  • Bristol Borough & Bristol Township, Bucks County
  • Media, Delaware County
  • Mercer Borough, Mercer County
  • Hatboro, Montgomery County

Much of the work in Bucks County is funded through a low-interest loan administered by the Pennsylvania Infrastructure Investment Authority (PENNVEST). In 2024, Aqua Pennsylvania’s service line replacement project in West Chester was also funded by PENNVEST. Since 2023, Aqua Pennsylvania has secured $5.6 million in PENNVEST loans and principal forgiveness loans to replace customer-owned lead and galvanized service lines throughout the state.

These service line replacements cannot be achieved without the proper coordination with homeowners and business owners. Aqua thanks its customers for participating in this important program as we work diligently to remove lead from drinking water. The work will not stop until all lead and galvanized lines are removed from the distribution system.
