Background on the Situation:
PA PUC Orders Aqua Pennsylvania to be Temporary Receiver of Deer Haven, LLC and take over drinking water and wastewater services to these customers.
Wastewater: On August 15, 2024, the Pennsylvania Public Utility Commission (PUC) entered an Emergency Order naming Aqua Pennsylvania as Receiver for the Deer Haven Wastewater System. The Emergency Order stemmed from a request filed by Deer Haven to have a capable public utility act as the Receiver during the pendency of the proposed transfer of its assets.
Water: On August 26, 2024, the PUC entered an Order naming Aqua Pennsylvania as Receiver for the Deer Haven Water System. The PUC originally named Pocono Water Works as the Receiver, but after Aqua expressed its ability to operate the Deer Haven Water system, the PUC transferred the Receivership to Aqua.

Is my water safe to drink?
Yes, the water is safe to drink thanks to Aqua’s careful treatment process.
What changes with Aqua now operating the system?
You can expect a few changes in the short term:
- First, you will now call our Aqua Customer Service Center—available 24/7/365—with any of your customer service needs. The Aqua Customer Service telephone number is 877.987.2782. You can also complete an online form at the Aquawater.com website and a Customer Service Representative will contact you within 24 hours.
- Aqua will now bill you for water and/or wastewater service, but your existing rates will not change while we are the Receiver of the Deer Haven systems. Aqua offers multiple bill payment options for your convenience. Please click here for more information.
What is Aqua required to do as Temporary Receiver?
Aqua is required to correct and improve operations of the drinking water and wastewater facilities so that they are in compliance with the current regulations and the operating permits for these facilities. There is no set timeline for this work, but we will work as quickly as possible to address any issues.
Will my water and wastewater bills increase?
No. Aqua will manage and operate the Deer Haven water and wastewater systems in accordance with the existing Deer Haven tariffs. Rates, fees, billing schedules, and all other rules and regulations in the Deer Haven tariff are still in effect.
Does Aqua own the water and wastewater systems now?
No, Aqua does not own the Deer Haven water or wastewater systems. Aqua was ordered by the PUC to temporarily manage and operate the water and wastewater systems while the PUC conducts an investigation. This process is called a Section 529 Proceeding (66 Pa. C.S. § 529) wherein the PUC will determine if the Deer Haven systems should be acquired by a capable public utility. You can find the PUC orders and other important documentation below.
